Chicago Trib critic Chris Jones posted a review of Outrageous Fortune , the book about the state of the new American play.  No foundation is ever going to hand out enough money to give artists a living wage. 0160; His review of the book - or at least of some of the views expressed in the book - are pretty blunt and some may disagree with them.  0160; But he does say something that struck me as particularly interesting: But at the point where the complainants in “Outrageous Fortunes” go after the paying customers, the book starts to become absurdly self-indulgent.

Most charitable foundations in this country operate as perpetual giving machines. The IRS mandates that foundations must spend down at least 5% of their endowment each year, or face penalties. The perpetual foundations usually treat that 5% minimum as their set goal, and rarely give above that. That is, they manage their funds and grant making in such a way that they will never spend out their entire endowment. In fact, many manage to grow their endowed base, even while awarding out millions of dollars in grants each year.
